Abstract
tudent-centered learning, gamification, and critical pedagogy represent some of the most prominent and increasingly influential paradigms in contemporary educational scholarship.Central to these frameworks is an expanded understanding of literacy, one which acknowledges and embraces literacy as broad, inclusive, and context dependent.The concept of "multiliteracies, " introduced by the New London Group (NLG) in 1996, sought to redefine literacy beyond "formalized, monolingual, [and] monocultural" understandings (61).This framework was developed in response to the growing diversity of communication channels and remains relevant in today's global political climate, especially given the spread of misinformation (Abrantes da Silva; Kalantzis and Cope; New London Group; Zapata, Kalantzis, and Cope).However, the rapid development of multimodality and the ubiquity of the internet, which the NLG could not have fully anticipated, necessitate a reevaluation of their framework in light of these developments (Anstey and Bull 15).This review examines how multiliteracies, as a theoretical framework and pedagogical approach, has evolved over the past three decades.Through an evaluation of three recent publications, it explores how the concept has been adapted, reshaped, and expanded to address the needs and perspectives of diverse groups.First, I briefly discuss critiques of the original NLG conception of multiliteracy from the perspectives of critical literacy and critical pedagogy, as these are often paired with the concept of multiliteracies.At first glance, multiliteracies, critical literacy, and critical pedagogy appear compatible, as all emphasize the importance of fostering a critical understanding of the world.The NLG's call for "efficacious pedagogy" explicitly includes the development of students' critical abilities to "critique a

Abstract
Too often, those new to community literacy work naïvely overlook issues of paternalism (Mathieu), the violent aspects of literacy (Baker-Bell, Pritchard, Stuckey), and the deep legacies of racism that shape engagement (Kannan). Or, as graduate students and novice community-engaged teachers learn about ethical challenges, they can become disillusioned and paralyzed (Feigenbaum). Mentoring others in community literacy therefore requires nurturing critical hope, which I define and theorize as a disposition that blends a commitment to act with an unflinching awareness of harmful dynamics enmeshed in community literacy. Drawing on data from sixteen students in a graduate community literacy practicum, I introduce a provisional matrix for mapping orientations to critical hope and explore factors that influenced students’ movements across the matrix. The most impactful factors were not pedagogical choices in the class, but ecological factors shaping students’ lives and community experiences. Given this finding, I suggest that instructors, mentors, and professional development facilitators who work with those new to community literacy provide spaces for personal reflection on individual critical hope ecologies, and I raise questions to consider as our field learns to better support those who are entering the unwieldy and energizing work of community literacy.

Abstract
How can it be possible for disempowerment to be mistaken for empowerment?Isn't the dichotomy between the two abundantly clear?Erec Smith thinks not.Smith's ethos as a Black professor of rhetoric and composition places him in a unique position to critique anti-racist pedagogy.It is not his perspective that racism is not present in the academy: far from it.He has been the recipient of prejudice and discrimination from his graduate work all the way to his teaching.In his book, Smith includes personal experiences and anecdotes that help to illustrate his perspective.As a Black rhetoric and composition instructor in the majority White institution of York College of Pennsylvania, Smith has experienced these issues firsthand and has found that anti-racist pedagogy alone, which he argues can lead to a lack of academic rigor, is not necessarily the appropriate answer.Smith's main argument is that anti-racist pedagogy in rhetoric and composition often inadvertently disempowers students by ignoring important aspects of empowerment theory.This pedagogy instead encourages marginalized students to embrace their positionalities as the center of all arguments and to fall back into positions of victimhood.Smith explains that this "victim framing" creates "disempowered entities in need of enlightenment instead of empowered agents with selfefficacy and a desire to broaden the interactional and behavioral components of empowerment" (88).This victimhood allows students to escape from proper academic scrutiny which, in turn, reduces academic rigor.In his introduction, Smith begins his critique with a vignette in which W. E. B. Du Bois recounts an experience in a composition class at Harvard.In his first essay for that class, Du Bois had railed against racist issues present in society at the time and had let fly his own colloquial grammar and syntax.This first effort was met with a failing grade.From this experience, Du Bois noted, "[he] realized that while style is subordinate to content, and that no real literature can be composed simply of meticulous and fastidious phrases, nevertheless solid content with literary style carries a message further than poor grammar and muddled syntax" (Smith xix).Du Bois realized it was imperative to adapt to "standard English, " or what Smith prefers to call the "language of wider communication" (LWC) (5), rather than insist on communicating in the vernacular he grew up speaking.Using Du Bois as an example of code switching, Smith addresses the present climate of code meshing taught in many quarters of the rhetoric and composition field.According to scholars like Kwame Anthony Appiah, Asao Inoue, and others, rhetoric and composition instructors who require their students of color to adapt to the LWC engage in a form of racism because this adaptation automatically alienates students' home dialects.As such, they propose that students in rhetoric and composition should be encouraged to inject their writing with African American Vernacular English (AAVE) as well as other dialect forms.In writing and speaking this way, anti-racist scholars argue, students embrace

Abstract
This paper seeks to offer a constructive critique of the idea that in order to align US writing instruction with the learning needs of a globalized, linguistically diverse population, writing studies should challenge the notion that the English language needs to play a central role in college composition courses. I point out rhetorical and pedagogical fallacies in a language rights discourse that warns against “ceding rhetorical ground to monolingual ideologies” (Flowers 33) by affirming writing studies’ commitment to ensuring access to English while promoting linguistic diversity within writing instruction. I then discuss a translingual writing program I started at a Hispanic Serving Institution that links ESL and Spanish writing courses within a learning community. I discuss how the implementation of this program relied on finding a common ground with “English only” ideology and show how this program disrupted “unilateral monolingualism” (Horner and Trimbur 595), in spite of the fact that it foregrounded the need to facilitate English academic literacy acquisition.

Brokering Community-Engaged Writing Pedagogies: Instructors Imagining and Negotiating Race, Space, and Literacy ↗
Abstract
Although much scholarship on community-engaged pedagogies attends to student negotiations of difference, little attention has been paid to how instructors navigate difference, particularly racial difference, across classroom and community spaces. In this article, we use the concept of brokering to examine how seven different instructors of a community-engaged writing course titled “The Literacy Narratives of Black Columbus” imagined the racialized spaces of the course and facilitated engagement between students and community members in those spaces. Drawing primarily on instructor interviews, we present three approaches instructors took to imagine and facilitate student and community engagement across racialized and spatialized boundaries. We found that instructor positionality influenced how they imagined and negotiated the roles of brokers who could facilitate connections between students and community members as well as provide students with cultural knowledge necessary for navigating the course’s racialized spaces. Ultimately, we argue that instructors, particularly in predominantly white institutions, must carefully consider race, space, place, and their own positionalities when planning and implementing community-engaged pedagogies.

Book Review - Linguistic Justice: Black Language, Literacy, Identity, and Pedagogy by April Baker-Bell ↗
Abstract
020 was an unprecedented year for the entire world but more so for the US, where COVID-19 killed far more people than in any other country and caused widespread unemployment, food insecurity, and homelessness. What is more striking is the disproportionate impact of the pandemic on minority, immigrant, and low-income populations. These disparities question the notion of post-racial America and call for a long and difficult journey toward social justice. Moreover, 2020 will also be remembered as a year of inflammatory political rhetorics, extreme polarization, and racial tensions. Recurrent deaths of Black people at the hands of law enforcement resulted in protests and riots across the country. Published during such tumultuous times, April Baker-Bell's 2020 monograph, Linguistic Justice: Black Language, Literacy, Identity, and Pedagogy, shows how language and racism are intertwined, makes a strong case against the anti-Black linguistic racism affecting millions of lives both inside and outside the classroom, and offers an Antiracist Black Language Pedagogy as a way to deal with linguistic injustice. Throughout the book Baker-Bell introduces Black Language Artifacts as a part of the antiracist pedagogy where Black experience and Black culture are used as a resource for learning. Bringing together theory, history, culture, pedagogy and activism, Baker-Bell aligns with the mission of social justice movements like Black Lives Matter and calls for action to create classrooms where Black students' linguistic and cultural resources are valued and imagines a world without anti-blackness, where another George Floyd doesn't get killed despite his repeated plea-"I cannot breathe"-in "Standardized American English. "

Abstract
This article focuses on how Street’s naming and delineation of the concept of “literacy practices” and the “ideological model” of literacy enable us to see and understand the literacy work of two 19th century African American women “literacy workers.” It introduces and provides an overview of the work of Frances (Fanny) Jackson Coppin and Hallie Quinn Brown and seeks to add early Black feminist voices of literacy workers in spaces often left out of dominant discourses around literacy. This article reveals how literacy for African American was, and is, tied to political, and social survival of a people.

Abstract
This study examines how African American adults attending a code bootcamp continue to learn coding literacy despite life challenges associated with racial oppression. Eleven out of twelve study participants drew maps of their support and discussed in one-on-one interviews how the people, objects, and animals in their drawings assisted their approaching learning computer programming. Applying ego network analysis, these interviews and drawings suggest that participants use various clusters of support in their network to provide the personal resources coders need to code and what is hard to come by in situations of racial injustice. These resources may have helped participants manage the risks of losing access to coding literacy. Instead of a universal approach to accessing technology, different kinds of networks and resources can lead to continuous access. This study furthers research on racially marginalized adults’ digital literacies and demonstrates how ego network analysis maybe useful for qualitative research on theories of ecological writing.

Abstract
Despite significant work on literacy as a situated practice (Brandt; Street; Gee), in the African American community (Banks; Richardson; Young) and in the LGBT community (Alexander; Alexander and Rhodes), only recently have scholars looked at literacy at the intersection of Black and LGBT people. A notable example is Eric Pritchard’s discussion of “literacy normativity” and the multilayered ways in which Black queer literacies function(Darnell). In this multimedia article, the social space I focus on is Washington, DC, Black Gay Pride 2013, where I discussed shade and shade narratives with seven men and one transgender woman. A main finding of this research was that participants typically relied on narrative to illustrate how shade was thrown; in fact, narrative is a necessary component of catching shade. These narratives provide situated examples of throwing shade while foregrounding the subjectivities or backstories that give throwing shade traction. In this way, throwing shade as a part of a larger “fierce literacy” talks back to literacy normativity and speaks to Black queer people’s relationships with one another, with language, and with the larger culture.

Abstract
This essay looks into the interactions between an older African American couple as they negotiate literacy together. By considering the entwined writing trajectories of longtime life partners, the author highlights ways that “Chief” and “Shirley” demonstrate their ongoing desire for literacy in this moment of their lives; how the reading and writing practices of the more literate partner impact the less literate partner, and vice versa; and, what that engagement can tell composition researchers about writing development across the lifespan, particularly for an older couple in which one partner has become more literate later in life. Writing, like many life practices that Chief and Shirley share, indicates personal and practical commitment. Their example can help literacy researchers in Age Studies and Lifespan Development of Writing Studies understand the unconventional paths that writing development can take, not just for an individual but for a couple, and to see the value in viewing writing development as always emergent.

Beyond Basic Reading and Writing: The People’s House and the Political Literacy Education of the Student-Activists of the Black Liberation Front International, 1968-1975 ↗
Abstract
In rhetoric and composition, much of the research on Black college students of the 1960’s and 1970’s has uncomplicatedly tied these students to basic writing historiography and left under-challenged the representational politics that positioned them as the products of open admissions and marked them as politically militant but underprepared and/or remedial in their literacy practices. Extending our purview beyond open admissions and basic writing, this article applies pressure to these disciplinary trends by turning to the extracurriculum and recovering the political literacies of the student-activists of the Black Liberation Front International (BLFI), a Black student organization at Michigan State University from 1968 to 1975. For Black students such as the BLFI activists, there were nonacademic political spaces that provided them with opportunities to learn and practice literacy for political aims. This article focuses on one of these sites of literacy education—a place the BLFI activists called The People’s House. Drawing upon archival research and oral history, the author recounts how the BLFI activists’ relationship with the Trinidadian intellectual C.L.R. James created the contexts for them to organize reading groups at The People’s House, where they developed a form of critical reading praxis that enhanced their abilities to engage reading as a political, rhetorical, and epistemic act. The collaborative writing the BLFI activists composed at The People’s House is also constructed as a site for translingual production, where they practiced how to use the linguistic and discursive resources they had available to them to attend to the rhetorical and material aspects of writing.

Abstract
For over a decade, a particular transnational educational migration trend in Korea, known as jogi yuhak or “Early Study Abroad,” has been sending thousands of pre-college students to various parts of the globe (e.g. U.S., Canada, Australia, Singapore) with hopes that young Koreans will acquire “native-like” English and become “global elites.” Many of these students then enter U.S. universities that are built upon liberal ideals of diversity and individualism in theory, but offer in practice an indifferent climate towards racial and linguistic difference. Drawing on a two-year ethnographic study of Korean undergraduate students at the University of Illinois, the U.S. public higher education institution with the largest number of international students, the author examines interviews, observations and artifacts collected from the Korean Student Association (KSA), a registered student organization with over 100 staff members mostly with jogi yuhak experience. As the global university offers a rather unfavorable academic climate for racially and linguistically diverse students as well as heightens the failures of literacy as a way to “global elite.” It is in this context that KSA members work to build, reestablish, and preserve their identities and create conditions of respect through practices of localization: The students foster their “Koreanness” not only through Korean language use but also through institutionally rebuilding Korean social practices and networks strained by their many years abroad. Students are able to negotiate their liberal, or rather neoliberal college dreams in seemingly Korean ways of language and literacy that ultimately help them ground their identity as U.S. college students.

"A Mockery in the Name of a Barrier": Literacy Test Debates in the Reconstruction Era Congress, 1864-1869 ↗
Abstract
Between 1864 and 1869, the United States Congress debated an educational requirement for voter registration–a literacy test–as a means of dealing with the millions of new American citizens created by emancipation. These debates offer a critical early perspective on the development of literacy as a racial marker serving official racist agendas. Rhetoric supporting a test relied on the premise that a more literate and educated electorate is an obvious and uncontestable cultural good, necessary for the continued health and indeed survival of the nation. When the test was first discussed, its primary advantage was that it offered a way to talk about the inferiority of the newly emancipated Southerners without resorting to racial explanations; thus, freed slaves were dangerous not because they were black but because they were ignorant and uneducated. The 1869 debates about the Fifteenth Amendment, however, reveal a growing awareness of literacy’s rhetorical utility and the ways a belief in its inherent “goodness” might be used for ends divorced from the measurement or promotion of literacy: Radical Republicans proposed including a ban on such requirements in the language of the Fifteenth Amendment, certain that Southern whites would use it as a tool of disfranchisement. These debates, in the context of the test’s subsequent history as a tool of racist exclusion, demonstrate the rhetorical power and pliability of the idea of literacy within official policy.

magine a department where there is only one black professor, a common occurrence across universities and colleges today.She is the first black professor in the history of the department there and certainly the first to be tenured.After many years, she finally sees a graduate student complete her dissertation, a young black woman who is also amongst the first black females to graduate with a doctorate from this program.And while there are plenty of ancestors and kinfolk across states, countries, and even continents celebrating this achievement, some of the white faculty are not as ecstatic.In fact, a few white junior professors, self-proclaimed feminists who teach first year writing, both stunningly under-achieving in their fields, begin to tell people that the professor wrote the dissertation for this black female graduate student, with the full support of staff/administration in spreading this Untruth.In the parlay of black youth culture, yes, we can call that: haters gon hate.While fully acknowledging all that hateration, let's also dig deeper.It would seem that any researcher or scholar in the academy would know that you cannot possibly present at conferences, give keynote addresses, publish your own articles, review other articles for peer-reviewed journals, work on your own book manuscripts, review other people's manuscripts and books in print, work on grant-funded projects, and then also write someone else's dissertation for them.It seems safe to say that it is a huge task to even make time to read drafts of advisees' dissertations.This event is just one of many that show how white faculty and staff can be deeply invested in the illogic of their racism.This story, along with the many other stories that I will tell here, will serve not as micro-instances of campus racism but as macro-pictures of political life in American universities.I intend for these stories to offer a context for the ways in which we must understand and rupture whiteness, racial violence, and the institutional racism of our disciplinary constructs in composition-rhetoric as central to the political work we must do.

Abstract
Previous scholarship in literacy and composition has noted the importance and function of ancestors in the literacy and rhetorical practices of descendants. However, such research has not explored how ancestorship functions for people at the marginalized intersection of racialized otherness and queer sexualities and genders. This article offers one response to this gap by reporting on the role of literacy in the life stories of sixty Black queer people residing in various regions across the United States who named historical erasure as a particularly detrimental form of oppression enacted by, though subverted through, literacy. An analysis of participants' uses of literacy to navigate historical erasure reveals that as participants encounter historical erasure, they disrupt its negative impact through four patterns of ancestorship: (1) literacy is used to create, discover, and affirm relationships to ancestors; (2) ancestors model the multiplicity of identities as a category of rhetorical analysis; (3) descendants’ identity formation/affirmation is affected by an ancestors’ writing and lives; and (4) descendants receive cross-generational mandates to become ancestors through literacy. Further, while African American literacies and LGBTQ literacies have each emerged as potent areas of scholarship in literacy and composition studies, the absence of a sustained and substantive discussion at the intersection of both areas contributes to a larger critical vacuum in rhetoric and composition in which we have overlooked the literacy and composition practices shaped at the intersection of race and queerness. This article begins to address this oversight through an in-depth exploration of a specific literacy and rhetorical practice among Black LGBTQ people.

Abstract
y copy of the first issue of Literacy in Composition Studies is thoroughly marked up.It engages issues, questions, and even anxieties I have carried with me over my roughly twenty years as a teacher and literacy researcher.In an effort to continue the conversation I am going to take up two themes that thread through many of the initial articles and their responses.The first theme regards the conceptual tropes we use to describe our work.The second relates to transformative potential and, equally as important, limitations of scholarship that is directed to providing access and opportunity to historically disenfranchised students and communities.This interest in equity is something I believe many share across the areas of Literacy Education and Composition and Rhetoric.In his opening essay, Bruce Horner argues for a shift from spatial to temporal metaphors in the conceptualization of literacies.Spatial metaphors risk essentializing literacy practices-exoticizing or romanticizing them-and even reproducing the very autonomous ideologies the field has worked so hard to deconstruct.A methodological focus on temporality may help researchers work through some of these contradictions (Horner 4-5).In a similar vein, many of the subsequent authors invoke the terms "purpose, " "labor, " "intentionality, " "process, " "circulation, " "work, " and "movement, " a historicizing direction that I for the most part endorse, and which seems to be in line with the empirical realities of global migrations and transnationalism.My qualification is because phrases like "emergent dynamism" shade into the discourse of neoliberal incursions into education, which valorize innovation, as there will always be new literacies, and literate identities, to market.A renewed emphasis on temporality may also exist in tension with another acknowledgement made by several of the contributors: that there is often, following Pierre Bourdieu, significant social inertia and reproduction in the field of education, even as we work within and against the system to try to expand what constitutes academic knowledge and practice.This tension can induce some self-reflection and soul searching for scholars who try to balance an analytical disposition, the pressures to generate new terms and ideas for the academic market, and the desire to make a difference in students' lives.My own contribution engages these themes from the vantage point of having taught and conducted research with elementary school students and their families in predominantly under-

Abstract
Literacy and Racial Justice: The Politics of Learning after Brown v. Board of Education to substantiate our claims that literacy has often, if not always, been framed as a white property.Nonetheless, I am still perplexed that there has been no real, vociferous debate around one of the book's most critical contributions, namely chapter three, on Shirley Brice Heath's Ways with Words.In fact, after that chapter, it seems like the very terms we use to talk about literacy when we imagine ourselves to be talking about multiple locations, academic literacy/discourse communities, schooling, and marginalized communities should be called into question.Ways with Words is a central canon in literacy studies, a product of a Post-Civil Rights/Post-Brown agenda at the same time that it reproduces that agenda.This is why Kathryn Flannery's text, "Babies and Bath Water, " offers us an important reminder that the ideological discourses we are often deploying are fundamentally connected to Ways even though we do not always recognize this text as doing that kind of heavy lifting in composition-rhetoric studies.It seems as if our elitist tendency to distance ourselves from literacy studies, an elitism that Brenda Glascott has meticulously shown in "Constricting Keywords: Rhetoric and Literacy in Our History Writing, " has left us with some blindspots.To riff off of Morris Young in his "Sponsoring Literacy Studies, " we, too, can consider Ways a literacy sponsor to the kinds of work we have done in framing literacy in the post-Brown era.To take this back to Prendergast's argument, the very thing that we imagine ourselves to be pursuing in composition studies, namely the framing of contexts, histories, and ideologies in relation to literacy, has been inhibited as much as it has been promoted when Ways with Words acts as a framing device.To quote Harvey Graff 's contribution here: "the roster of literacy studies' commissions and omissions is lengthy."In its documentation of the literacy practices of a working class black community and a working class white community in 1960s/1970s South Carolina, alongside both communities' conflicts with the middle-class townspeople (whose discourse norms match and are sustained by schooling), Heath offered an analytical schema that suggested that non-dominant groups' social clashes with school was a cultural clash.As should be fairly obvious, the focus in our research on speech communities, discourse communities, cultural models of literacies, etc. can, thus, be traced back to or, at least, connected with Ways.However, Prendergast reminds us that Ways emerges out of and because of the Post-Brown mandate to desegregate, a racial clash that Heath always distanced herself from.While Heath's focus on the local offered important models for new research, race was as local as it was national, but is still given no real frame of analysis.If we go back to Ways, or (re)read Prendergast's chapter, we will remember the white working class male who said he only went to college when the town's mill (where he worked)

Abstract
A s I write this response, the end of the term is nearing, and with it, the end of my weekly meetings with a diverse group of graduate students (literature program, writing program, school of education, composition program) enrolled in my "Literacy and Pedagogy" seminar.The issues raised by this symposium's contributors resonate and echo back with the seminar's term-long collective investigation, so it is from within this context and through the concerns these graduate students have articulated throughout the term that I want to join the conversation.But first a few words about the seminar itself, the historical, theoretical, and ideological scrutiny of literacy and pedagogy it calls for, the reflexive inquiry it incites, and the contributions this kind of inquiry can make to a discussion of "the implications of Literacy Studies research, theory, and practice for Composition Studies" (LiCS Mission Statement).I started teaching this seminar in the late 1980s.What I had initially proposed was a seminar in histories, theories and practices of pedagogy (which eventually, led to my articulation of "pedagogy as reflexive praxis" (Salvatori 4).The intellectual atmosphere of my department at the time was beginning to be hospitable to the idea that advanced graduate students from our different programs, with their different teaching experiences and theoretical backgrounds, could benefit from such a course of study.But, it was suggested, it might be strategic for me to combine "pedagogy" with "literacy, " since as the subject of a graduate seminar, literacy would carry greater intellectual weight than pedagogy, and attract more students (and, I sensed, raise fewer faculty eyebrows).Needless to say, I was taken aback by the suggestion, but because I was equally invested in the study of theories of literacy, I complied and decided to foreground in my course proposal what would have been in any case two of my planned lines of critical inquiry: what kinds of literacy different theories of reading and writing, and their pedagogical enactments, assume and can presume to foster (Cultural Literacy was earning large numbers of academic and non-academic acolytes); and what can a critical and reflexive study of pedagogy contribute to and draw from the study of literacy.The "and" in the title became and has since remained the central focus of the seminar's theoretical investigations, a nexus that through the years, because of different texts and different students, has consistently disclosed new and exciting "matters of concern" (Latour) for graduate students who are about to make crucial decisions about their professional future.Since the very first time, the diversity of students' backgrounds and interests led to more expansive and inclusive articulations of the seminar's original keywords and concepts (Glascott), and consequently of the seminar's affordances (Vieira).Even before we read Street, the use of the singular for literacy and pedagogy in the original title soon felt inaccurate, constrictive, but for bureaucratic reasons, it could not be changed.Thus "the singular" remained.But it consistently occasioned early

Abstract
In this short essay, I want to consider, first, how literacy studies as a field has been sponsored—What work has been foundational, transformative, and innovative?—and second, to reflect on how my own study of literacy has been sponsored. In particular, I want to think about how Brandt’s concept of “sponsorship” has not only been transformative in conceptualizing the dynamics of literacy, but how it is also useful in addressing questions of equity and diversity within literacy studies. As defined by Brandt, “sponsors of literacy” are “any agents, local or distant, concrete or abstract, who enable, support, teach, and model, as well as recruit, regulate, suppress, or withhold, literacy—and gain advantage by it in some way” (19). It is the first part of this definition that is key to my discussion: How have sponsors who “enable, support, teach, and model” informed what we do as a field broadly, and what I have done in my own work specifically? In theorizing a deep understanding of how literacy is enacted, Brandt has helped us to see that literacy does not simply empower or provide access to resources for individuals, but perhaps most importantly creates a complex web of relationships that may sustain literate action. We might think of sponsorship itself as a literacy practice and as literate action, marshalling resources in order to create opportunities for literacy development.
