Abstract
Abstract Bolivia captured international headlines (and a bit of notoriety) in 2014 when it became the first country in the world to relegalize child labor for ten-year-olds. Originally, the legislature was going to raise the minimum age for child labor from fourteen to sixteen to align with the International Labour Organization's recommendations, but as the Parliament deliberated, they encountered seemingly unlikely opposition, child workers themselves. Child workers led what the New York Timeslabeled the “first ever demonstration by child laborers in Bolivia,” and their advocacy shifted Parliament's trajectory and secured legislative change. This article examines their activism, paying attention to children's voices that are frequently ignored. By examining discourse from the Bolivian Union of Child and Adolescent Workers, local Bolivian news outlets, and international media coverage, I argue that Bolivian child workers privileged their rhetorical agency by redefining childhood, a construct that traditionally denies their voice. They accomplished the redefinition by using dissociation to carve out space for nuance and to combat the incompatibilities mapped onto their position as child speakers. Through their strategy, the child workers recast an Andean childhood in relationship to a Western childhood around the notions of practical needs, work, protection, and education. Their dissociations moved childhood from a temporal frame tied to an individual's age into a cultural frame rooted in place, relationships, and community.

Abstract
Abstract Indigenous feminist voices have been long used as sources of inspiration for feminist movements, environmental justice movements, and other public facing work. When taken out of context, these voices can easily become clips and accessories to decorate other work. However, Indigenous women's voices have been central to change for Indigenous people and beyond. This essay focuses on the leadership of Zitkala-Ša, Laura Cornelius Kellogg, and Deb Haaland in their advocacy for systematic change while discussing how their locality and connection to their ancestral lands remains central to their rhetorical choices. By existing in what many Indigenous people describe as walking in two worlds, these three women serve as bridges through their Indigenous rhetorical choices helping show that Indigenous women have always been political and will not be silenced.

The White Power of White Space: Rhetorical Collusion and Discriminatory Design in the Obama-Trump Inauguration Photo ↗
Abstract
Abstract When side-by-side photographs of the 2009 and 2017 U.S. presidential inauguration crowds circulated after President Trump's inauguration, few doubted what they saw: the crowd in 2017 was significantly smaller than it had been eight years earlier. Whereas popular discourse around the photo obsessed over size of the crowds, I argue that differences in contrast, color, and clarity suggest a different narrative than the logic of quantity: Trump will return an orderly, white national body, cleansed of Obama's unruly, sepia swarm. This essay re-reads a key moment of recent U.S. visual politics, turning what came to be read as either a joke or a preview of the “death of facts” as something more sinister: a visual harbinger of Trump's white supremacist program.

My Sanctified Imagination: Carter G. Woodson and a Speculative (Rhetorical) History of African American Public Address, 1925–1960 ↗
Abstract
AbstractIn 1925, Herbert Wichelns published The Literary Criticism of Oratory. By many accounts, the essay would become the founding document of the academic study of rhetoric and public address. However, in that same year, historian Carter G. Woodson published Negro Orators and Their Orations, which focused on the study of the African American oratorical tradition. In this essay, by way of speculative history and using my sanctified imagination, I wonder what an alternative or speculative history would look like if we can conceive Woodson as challenging the dominant (exclusively white) notions of public address and rhetorical praxis. By paying particular attention to Woodson’s introduction in Negro Orators and Their Orations, I submit that not only would we have been introduced to the richness and power of the African American public address tradition earlier but, more importantly, who we start to see as scholars and what we call scholarship would be different as well.I examine this by first, offering an examination of Woodson’s text, paying close attention to the introduction, where Woodson develops his theory of oratory. Second, I examine the African American rhetoric and public address scholarship between 1925 and 1960. Finally, I offer a speculative history of what could have been and what we can still do if we would include some of these voices and their scholarship in the public address canon.

Abstract The case of Southern regionalism shows both the problems with current treatments of regionalism—illustrative of the problem of colonialist perspectives more generally—and the path forward. That path forward involves rethinking whose ancestors count as members of a place, the issue of whose voices are centered, memory and trauma, and counterpublics. The authors advise (1) embracing the field’s interest in local identities and identity movements—therefore, interrogating rhetoric as symbol systems carried in intergenerational, relational identity; (2) pushing further against colonialism, as the world is more layered by global systems of trauma and memory; and (3) admitting that nation-building rhetoric is an imperfect paradigm compared to resistive counterpublic discourse.

Abstract
AbstractDecolonial smuggling is a practice that falls at the intersections of fugitivity (Moten) and delinking (Mignolo, Wanzer-Serrano). It is geared toward disrupting rhetorical studies’ zero-point epistemology to open space to marshal alternative epistemologies—of Black being, Indigeneities, and their relational formations—against the canon to enable more radical, decolonial disciplinary futures. Building on the work of Black, Indigenous, and People of Color (BIPOC) scholars, this essay details the forms of whiteness and knowledge production that reproduce epistemic violence, performs metaphoric (meta)criticism across various strands of race scholarship, and comments on white scholars’ role in these conversations. This essay seeks to add clarity to what decolonization looks like for rhetoricians with respect to the epistemologies and ontologies embedded within the metaphors that, for many, are matters of life and death.

Abstract During the 1924 Democratic National Convention, Will Rogers described the party’s deliberation on Saturday as “the day when I heard the most religion preached, and the least practiced of any day in the world’s history.” The Democrats had been debating over whether to officially condemn the Ku Klux Klan in the party platform. William Jennings Bryan ended his own address offering white supremacist support with an all-too-common appeal for the party to simply “return to Jesus” rather than condemn white supremacy. Among the flurry of religious rhetoric that week, one voice surprised the delegates. Just before Bryan, one son of a Confederate officer and former mayor of the Klan stronghold, Athens, Georgia, spoke. He looked small. His voice cracked. But when he spoke outside the stereotype of a Southern politician and against the KKK, Madison Square Garden erupted with both hisses and cheers. That day Andrew Cobb Erwin gave us a model of how to resist within a politically charged religious climate.

Abstract
AbstractMayor Hubert Humphrey’s “Sunshine of Human Rights” address, delivered to the 1948 Democratic Convention, is universally acknowledged to be a great speech. Historians and biographers credit it as the major reason why the party adopted a strong civil rights plank and committed itself to the struggle from that point forward. Yet rhetorical critics have generally ignored the speech. In this essay, I argue the rhetorical force of the address is best explained through the concept of copia, or an abundant style. Humphrey’s rhetorical extravagance, in turn, suggests that critics ought to develop a new appreciation for this ancient rhetorical concept.

Abstract
Abstract Documentary mediums have been called upon to refute denials of mass suffering throughout the twentieth century. This essay argues that refutation is a documentary impulse as definitive as the mission to amplify marginalized voices. Moreover, patterns in refuting denials of harm and moral responsibility indicate shifting conditions of public grievability. Comparing over a dozen documentaries about Prevention through Deterrence—a border control strategy nationalized under the Clinton administration—the analysis shows that migrant fatality maps and forensic lab footage not only document death but also refute commonplace denials of migrant human rights.

Puritanism, Islam, and Race in Cotton Mather’s<i>The Glory of Goodness</i>: An Exercise in Exceptionalism ↗
Abstract
AbstractIn March 1703, hundreds of New England sailors returned home after years of slavery in the Barbary States. In response, Cotton Mather authored and circulated a sermon titled The Glory of Goodness. This text, ostensibly given in celebration of the captives’ return, gave voice to an exceptionalist understanding of Puritan identity premised on foreign—notably Muslim—others. It therefore informs our understanding of early eighteenth-century colonial depictions of Islam, while bearing insight for discourses surrounding Puritan exceptionalism, the rhetorical construction of race, and the articulation of religious identity in New England following the Glorious Revolution.

Abstract
Abstract A significant ideological shift has occurred in jurisprudential understanding of the social contract. Reading a landmark opinion from Justice Rehnquist—Paul v. Davis (1976)—as a pivot point for this shift, I identify a specific form of parsimonious judgment that has shaped the contemporary relationship between the individual and the state. Three markers of this form of judgment emerge from the opinion: (1) a claim about risks to state bureaucracy as a significant constitutional interest; (2) a slippery slope argument about institutional competence to discipline linguistic ambiguity; and (3) an interpretive practice that resolves this anxiety by binding precedent around a clear principle. This form of judgment has both ideological and normative significance. The opinion justifies a world of risk management that elevates economic liberty claims to exalted status. It disavows traditional markers of classical prudence, such as reverence for tradition, inflection of personal style as moral character, and orientation toward practical aspects of particular cases. Justifying its authority by performing its own rationale, Rehnquist’s opinion is significant for understanding how strategic invention can alter a democratic culture’s understanding of judgment, including its ethical dimensions.

Abstract
Abstract Commemorating both the Stonewall Riots of 1969 and the subsequent Gay Liberation Movement, the Gay Liberation Monument projects a quiet, muted homosexuality that stands in sharp contrast to the courageous and violent assertion of homosexual identity that was Stonewall. Our essay examines this strange incongruity, revealing in the process the homosentimental style—a unique rhetorical form that attempts to negotiate the many contradictory motives animating LGBT advocacy. The Gay Liberation Monument’s use of homosentimentality refracts in many directions, simultaneously challenging dehumanizing rhetorics with affective appeals to care and friendship, presenting itself as assimilationist even as it offers coded indices of clone culture, and producing a doubled homosexual body—at once assimilationist and queer. Both the monument and the homosentimental style thus pose a challenge to binary conceptualizations of LGBT rights advocacy that separate assimilationist and queer politics.

Abstract
Abstract In this project, I argue that J. Edgar Hoover’s style of political realism should be studied by critics because it long preceded that of President Harry S. Truman. The style belonged to a stockpile of anti-Communist imagery that helped to shape how the Truman Doctrine speech was drafted and how audiences interpreted its meanings in more local domestic politics. When Truman finally announced that the Soviet Union had challenged international protocol, I argue that he confirmed the vision that his Federal Bureau of Investigation (FBI) director and other detractors had developed throughout the New Deal to discredit reformers who challenged issues of race, labor, and police technique. In this way, anti-Communist containment rhetoric limited the president’s ability to control the domestic security and economic agendas. The stockpile of anti-Communist discourse belonged to, I also argue, a relative of political realism—literary realism and its spinoff, literary naturalism. My final argument is that the FBI director refurbished key tropes in the stockpile, which helped Truman’s congressional opponents invoke Hoover’s authority within the executive branch and thereby displace the president’s credibility as commander in chief. Combined, Hoover and his allies in Congress and elsewhere used rhetorical realism to communicate a deterministic philosophy about human nature through a diffuse mythic narrative, coordinated between Congress, Hollywood, the press, and official FBI discourse.

Democracy in Decline, as Chaos, and as Hope; or, U.S.–China Relations and Political Style in an Age of Unraveling ↗
Abstract
Abstract To address U.S.–China communication patterns, this essay juxtaposes discourses of democracy in decline (now prevalent in the United States), democracy as chaos (the chief claim of the Chinese Communist Party), and democracy as hope (embodied in the Umbrella Revolution in Hong Kong). To illustrate the rhetorical dynamics of these three positions, the essay analyzes coverage of the Hong Kong protests, Secretary of Defense Chuck Hagel’s bravura 2014 defense of U.S. imperialism, and the CCP’s blistering responses to both Hagel and the Hong Kong protests. These U.S.–China debates about democracy as decline, chaos, and hope are then situated within global conversations about the merits of democracy and stability in the wake of the Arab Spring uprisings and ongoing concerns about the course of globalization. Ultimately, the essay argues for a new political style of prudent internationalism scrubbed free of both U.S.-style moralizing and Chinese-style absolutism.

Abstract
Abstract This essay defines and describes the atheistic voice. Drawing from Thomas Lessl’s “voice” metaphor (“The Priestly Voice”), the logology of Kenneth Burke, and the literary insights of Mikhail Bakhtin, I map out the rhetorical tropes of the atheistic voice by analyzing the rhetoric of Christopher Hitchens, which exemplifies the atheistic voice as a rhetorical ideal. Hitchens demonstrates that the rhetorical strategies of burlesque and grotesque rejection are the atheistic voice’s primary means of ridiculing and tearing down the god-terms of priestly and bardic discourses. After analyzing these strategies, I point to concerns—some perennial, some contemporary—that the ebb and flow of atheistic voices in a democratic public sphere present.

Abstract
Abstract Rhetorical scholarship and cultural commentary have demonstrated that environmentalist voices are consistently associated with apocalyptic rhetoric. However, this association deflects attention from the apocalyptic rhetoric that comes from industry and countermovements to environmentalism. This essay seeks to remedy that oversight by proposing the concept of “industrial apocalyptic” as a significant rhetorical form in environmental controversy. Based on analysis of the rhetoric of the U.S. coal industry, we find that these industrial apocalyptic narratives rely on a burlesque frame to disrupt the categories of establishment and outsider and thus thwart environmental regulation. Ultimately, we argue that industrial apocalyptic co-opts environmentalist appeals for radical change in the service of blocking such change and naturalizes neoliberal ideology as the commonsense discourse of the center.

Manifestos in Postrevolutionary Mexico: Opposition, Imposition, and the <i>Comprimido Estridentista</i> ↗
Abstract
Abstract The years following the Mexican Revolution (1910–1917) witnessed energetic debate at all levels of Mexican society concerning the future of the nation. Utilizing the notion of “political fictions,” in this article I claim that a tension between two competing political fictions was laid bare and can usefully be examined through analysis of manifestos from this period. Building upon previous scholarship on this genre, I show how manifestos arose from institutional crisis and served as both the voice of the oppressed and as the bully pulpit of political elites in Mexico. I conclude by analyzing an artistic manifesto, the Comprimido Estridentista (1921), which is an early attempt to synthesize these two political fictions. Foreshadowing one of the central concerns of the postrevolutionary state, this unusual text attempts to institutionalize the promises of the Mexican Revolution.

Abstract
Abstract This essay makes two key arguments. The first is that preemptive politics often rely on strategies of rhetorical irony to cultivate perceptions of reasonableness, humility, and dialectical transcendence. As such, I expand the rhetorical conception of Stephen Skowronek's “political time” thesis to reveal its dimensions as a Burkean “ironic development.” The second argument is that Barack Obama's rhetorical strategy more directly fits the typology of preemptive presidents than that of reconstructive presidents, making him far more comparable in “political time” with Richard Nixon than with Ronald Reagan. I proceed to analyze the two presidential candidates' rhetoric in their first winning campaigns for the presidency to discern the extent of these parallels and reveal the applicability of an ironist political style in preemptive electoral situations. The essay concludes by examining the trajectory of liberalism in political time and the implications of this analysis for preemptive “wild cards” in presidential rhetoric.

Selling Democracy and the Rhetorical Habits of Synthetic Conflict: John Dewey as Pragmatic Rhetor in China ↗
Abstract
Abstract This study examines the case of the American philosopher John Dewey as rhetor and public intellectual in China in 1919–1921 to elucidate the lived rhetoric of pragmatism. In China, Dewey gave more than 200 lectures to large academic and general audiences on topics such as education, philosophy, and science. This lecturing activity represents a remarkable and complex rhetorical situation as it involves Dewey addressing an audience not familiar with his ideas and potentially open to persuasion. Using recently discovered lecture notes written by Dewey and translations from the Chinese interpretations of his lectures, I argue that his lectures evinced a pragmatist rhetorical style that attempted to reconstruct dominant habits of thought and communication among his Chinese audiences. In so doing, this study advances our understanding of Dewey as rhetor and the theoretical grounds of the pragmatist rhetoric of experience and synthetic conflict.

Abstract This essay examines reminiscences of Abraham Lincoln that were published in the aftermath of his death by those who had interacted with Lincoln personally. An understudied genre y Lincoln reminiscences offered judgments of Lincolns character through a portraiture style designed to make salient private as well as public dimensions of his character. We historicize the rhetoric of portraiture and trace the rise of reminiscence out of biography as a stand-alone genre, which reached unprecedented popularity in the competitive subgenre of the Lincoln reminiscence. We argue that Lincoln reminiscences featured a balance of common and uncommon virtues thought essential for a president, a balance that helped democratize and humanize presidential character.

Abstract William F. Buckley afforded conservatives of all stripes a provocative rhetorical style, a gladiatorial style, as I term it. The gladiatorial style is a flashy combative style whose ultimate aim is the creation of inflammatory drama. I claim that conservatives encountered Buckley’s potent arguments about God, government, and markets and the gladiatorial style simultaneously. The theatrical appeal of Buckley’s gladiatorial style inspired conservative imitators with disparate beliefs and, over several decades, became one of the principal rhetorical templates for the performance of conservatism.
